Joint Powers Authority and Technical Advisory Committee

The Metro Gold Line Foothill Extension Construction Authority (Foothill Gold Line) prides itself on the level of consensus that exists in support of the Foothill Gold Line from Pasadena to Montclair, and an ultimate connection to LA/Ontario International Airport. That consensus developed over time, and was built on a grassroots approach to engage each of the corridor cities.

A significant result of this effort was the establishment of the Gold Line Phase 2 Joint Powers Authority (JPA) – made up of elected representatives of each member city – to help with the planning, funding, design and construction of the line.

Today, 15 cities from South Pasadena to Ontario have executed a “Joint Exercise of Powers Agreement” with the Construction Authority and participate as members of the JPA. This enables them to participate as fully as possible in all aspects of the Construction Authority’s efforts.

An important advisory board to the JPA and Construction Authority is the Technical Advisory Committee (TAC). This board is made up of city managers (or their staff appointees) from each JPA city. The TAC provides technical guidance and support to the JPA and Construction Authority.

Both the JPA and TAC meet regularly to discuss and make recommendations to the Construction Authority Board of Directors. These meetings are open to the public and administered per the Brown Act. To view the current list of JPA and TAC members, click here.
