The Construction Authority has set an Aspirational Goal of 16 percent participation by small businesses in the $735 million Foothill Extension from Pasadena to Azusa light rail project. Each design-builder is responsible for hiring all subcontractors for their portion of the project, including Foothill Transit Constructors – A Kiewit Parsons Joint Venture (FTC) – the design-build team responsible for building the $486 million Alignment project.

On March 9, 2012, the Construction Authority and FTC hosted a “Meet the Primes” event to offer information and guidance to small business representatives interested in helping build the light rail extension. Information shared included available subcontracting opportunities, timing of opportunities, and how small businesses can qualify to participate.
