Foothill Gold Line E-News

September 13, 2016

Significant progress is being made to ready the Foothill Gold Line from Glendora to Montclair for construction. After more than two years of work, the advanced conceptual engineering documents for the 12.3-mile, six-station project will be going to the Construction Authority board of directors for approval later this month. Once approved, the documents will be sent to the corridor cities and other key agencies for their review and comment. This is part of the final phase to make the light rail project ready to begin a design-build procurement.

The Glendora to Montclair project is estimated to cost about $1.2 billion to build. The majority of funding to build the extension is anticipated to come from Measure M, also referred to as the Los Angeles County Traffic Improvement Plan, which Los Angeles County Metro has placed on the November ballot for voter approval. The measure needs a two-thirds vote to pass.

Below is information that Metro has distributed about Measure M, including details on the county-wide expenditure plan as well as how funds would be used specifically within the San Gabriel Valley. We hope it will be useful as you prepare to vote.

Measure M - Los Angeles County Traffic Improvement Plan

The Los Angeles County Traffic Improvement Plan is a sales tax measure (Measure M) being placed on the November 2016 ballot by Los Angeles County Metro. The measure proposes a new half-cent sales tax starting in July 2017, along with an extension of the 2008-voter approved Measure R half-cent sales tax beyond the current expiration year of 2039.

Measure M has a detailed expenditure plan which lays out how the new funds would be spent over the first four decades. The Foothill Gold Line to the county line in Claremont is one of about 40 major capital projects to be funded through Measure M, and would be one of the first projects to break ground if approved in November.

Detailed information about Measure M can be found at You can also click on the map below to see a map of the proposed capital projects to be funded under Metro’s ambitious plan, as well as a fact sheet on funds to be spent specifically in the San Gabriel Valley:

Foothill Gold Line from Pasadena to Azusa Wins Four Industry Awards

The Foothill Gold Line Construction Authority has recently been awarded four distinguished industry awards for the nearly $1 billion, 11.5-mile Foothill Gold Line light rail extension from Pasadena to Azusa. The extension was completed and turned over to Los Angeles County Metro in September 2015 and began passenger service in March 2016.

The four awards were given by various construction and engineering industry associations, which recognized the Construction Authority and the Foothill Gold Line project in the areas of engineering, construction, sustainability and project management:

• Outstanding Rail Project of the Year – American Society of Civil Engineers (ASCE), Metropolitan Los Angeles Branch
• Sustainability Excellence Distinction Award – Western Council of Construction Consumers (WCCC)
• Exceptional Project Achievement Award – Western Council of Construction Consumers (WCCC)
• Excellence in Dispute Avoidance & Resolution Award – Dispute Resolution Board Foundation (DRBF)

The Foothill Gold Line from Pasadena to Azusa first broke ground in June 2010 and was completed on time and under budget with 2.4 million work hours logged and an excellent safety record. Construction Authority partners for the project included Kiewit, Parsons, Skanska, AECOM, Hill International and Webcor. The project was fully funded by Los Angeles County’s Measure R half-cent sales tax that went into effect in 2008.
