At their meeting today, the board of directors for the Foothill Gold Line Construction Authority
(Construction Authority) voted unanimously to award the design and engineering services contract for the Claremont Extension of the Metro A Line light rail system to the engineering firm of Parsons Transportation Group, Inc. (Parsons). This major milestone followed a competitive procurement process that saw bids from multiple teams.

At their January meeting today, Claremont Vice Mayor Ed Reece and Glendora Council Member
Mendell Thompson were re-elected as Chair and Vice Chair (respectively) of the Foothill Gold Line Construction Authority Board of Directors, following a unanimous vote by their peers. The re-election of Chair Reece and Vice Chair Thompson comes during an important time at the Construction Authority, as the agency advances the 2.3-mile Claremont Extension from Pomona to Claremont this year.

Dec 30, 2025 - Foothill Gold Line Celebrates Historic Success in 2025, Expects Major Milestones in 2026

The Foothill Gold Line Construction Authority (Construction Authority) today issued a year-end review highlighting a historic year for the Foothill Gold Line light rail program. This year saw the 9-mile, four-station Glendora to Pomona project segment reach substantial completion on time and on budget – the third Foothill Gold Line segment to do so – prior to its turnover to Metro for the opening of passenger service. Meanwhile, the Construction Authority made significant progress in spite of challenges throughout the year on readying the next extension from Pomona to Claremont for construction – setting up 2026 for even more milestones on the path to fulfilling the agency’s 25-station legislative mandate.

Sep 12, 2025 - Construction Authority Statement: Claremont and Montclair Segments to Be Built Separately Following SBCTA Decision

The San Bernardino County Transportation Authority (SBCTA) board of directors met in early September and had a lengthy discussion on whether or not to continue to support completing the Foothill Gold Line to Montclair. Although SBCTA has been planning for the project for more than two decades (since 2004, when the project was included in the county’s successful half-cent sales tax measure; and since 2011, when the Construction Authority’s enabling legislation was updated to extend the agency’s authority to build to Montclair), the SBCTA board decided to stop negotiating a Memorandum of Understanding (MOU) with the Construction Authority, pull funding needed to include the Montclair extension with the design procurement currently underway for the final Foothill Gold Line project segment from Pomona to Montclair, and directed their staff to study options to connect Montclair with improved transit using the $37 million in local funding the agency has been holding to complete the Foothill Gold Line to Montclair.

Jun 21, 2025 - Foothill Gold Line Dedicates Four New Metro A Line Stations From Glendora to Pomona

This month, the Foothill Gold Line Construction Authority (Construction Authority) held a series of station dedication ceremonies in the corridor cities along the 9-mile, four-station Foothill Gold Line light rail project from Glendora to Pomona. Attendance was diverse and large across the four ceremonies, with hundreds of community members, elected officials at all levels of government, transportation officials and higher education officials joining the Construction Authority to celebrate each of the new Metro A Line stations. The $1.5 billion project began major construction in July 2020 and reached substantial completion on time and on budget on January 3, 2025, and is extending the Metro A Line to the cities of Glendora, San Dimas, La Verne and Pomona. The project has since been turned over to Metro, with the agency currently carrying out final preparations to ready the extension for passenger service. Metro has not yet announced a start date for passenger service, but it is anticipated for later this summer.

Mar 26, 2025 - Construction Authority Announces New Plan to Deliver Pomona to Montclair Project

On March 19, Kiewit delivered its final offer to design-build the 3.2-mile, two-station Foothill Gold Line light rail project from Pomona to Montclair. Despite numerous efforts by the Construction Authority to collaborate, including making dozens of contract changes requested by Kiewit to reduce costs, Kiewit’s final bid remained hundreds of millions of dollars above expert estimates and available funding. As a result, it’s both impossible and inappropriate to move forward with their bid.

Jan 3, 2025 - Foothill Gold Line from Glendora to Pomona Reaches Substantial Completion

The Foothill Gold Line Construction Authority (Construction Authority) announced today that the $1.5 billion, four-station Foothill Gold Line light rail project from Glendora to Pomona reached substantial completion on time and on budget. The design-build contract was completed by Kiewit-Parsons, a Joint Venture (KPJV), over the last five years and included all elements of the 9.1-mile light rail project. The $906.5 million contract included design and construction of the four new light rail stations and associated multi-modal parking facilities, the new light rail systems (including track, power, train control, communications and safety equipment), nine miles of relocated freight track that initially sat in the middle of the now-shared rail corridor, 19 bridges (including four new light rail bridges that span major city streets and intersections in Glendora and San Dimas), 21 at-grade street crossings, 10 miles of decorative sound and retaining walls, corridor-wide fencing to prevent trespassing, testing of the line and new systems, and much more.

Oct 31, 2024 - Metro Board Approves $798 Million Funding Agreement to Build Final Phase of the Foothill Gold Line

The Foothill Gold Line Construction Authority (Construction Authority) announced today that the Los Angeles County Metropolitan Transportation Authority (Metro) Board approved a $798 million amendment to the ongoing funding agreement between the agencies. The approved amendment, which now goes to the Construction Authority board for ratification, will complete the Los Angeles County portion of the final 3.2-mile, two-station construction segment from Pomona to Montclair.

Jan 11, 2024 - Foothill Gold Line Leadership Stays in Place as 2024 Begins

At their January meeting today, Claremont Council Member Ed Reece and Glendora Mayor Mendell Thompson began a new year as Chair and Vice Chair (respectively) of the Foothill Gold Line Construction Authority Board of Directors, after being unanimously reelected last month by their peers. The two local elected officials lead the agency at a critical time. The westernmost 9.1-mile, four-station project segment from Glendora to Pomona is currently more than 80 percent complete with construction; and the agency is beginning the process to hire a design-build contractor to build the final 3.2-mile, two-station project segment that includes the Claremont and Montclair stations.

Jun 29, 2023 - Construction Authority Statement on Governor Newsom Signing 2023-24 State Budget with Full Funding for Transit Infrastructure

The Construction Authority believes the final budget with full funding restored for transit is good news for the Foothill Gold Line. In March, the Metro board unanimously affirmed completing the Foothill Gold Line to Claremont and Montclair as the agency’s first priority for any new state funding.
